Right turn without a signal?

A friend recently was ticketed in Prior Lake for failing to signal a turn. He was entering a road at a T-intersection, where the right lane turns right and the left lane turns left. His turn signal had been on, but clicked off because he pulled to the right part way before stopping to wait for traffic to pass.

While, technically, he completed the turn without signaling, wouldn't you think the intent was obvious?

Ever get a ticket you didn't think was fair? What did you do?

I am amazed cops even bother with someone who didn't use their turn signal but wish that these scofflaws would be targeted more often. My blood boils as I wait for Sally No-Signal at an intersection scared for my life because they can't be bothered to use that obviously decorative stick on the left hand side of their steering column.

One of the reasons that police target cars for things like failing to signal a turn is that they want to see the driver. In some cases, the police may have seen erratic driving (talking on the phone can reduce your driving skills to a worse-than-drunk condition), they may be looking for a suspect or vehicle that is similar to yours (I have been stopped for this), they may be stepping up enforcement in a problem area (stop signs around a neighorhood), or your friend may have been ticketed during an operation night cap operation.

During operation night cap, the police will look for minor infractions to pull vehicles over to smell for alcohol to try to catch DUIs. Police have said that at any given time, they can pull over nearly half of the vehicles on the road for one reason or another, and some of the operation night cap funding is dependent on getting "results" (I forget if it's the federal or state aid that wants measurements).

Other than that, with the return of warm weather I'd rather see the enforcement spent on rolling through stop signs...
