The Metropolitan Council has done a nice write-up [1]on the process Scott County is using to develop its new comprehensive land-use plan. To me, it's a little ironic, because Scott County is using some out-of-the box ideas to allow more development in the rural areas than the Metropolitan Council has traditionally liked to see. Perhaps this is a sign that the Met Council will be more flexible with such ideas for other counties as well.
