Burnsville police make arrests in Event Center homicide

The Burnsville Police Department have arrested a 19-year-old Faribault man and a 36-year-old Owatonna woman in the hit-and-run homicide that occurred at the Event Center, 1998 Highway 13, in Burnsville on April 5.

The two people are being held in Dakota County Jail.

Any formal charges against the two people arrested must be made by the Dakota County Attorney's Office by noon on Friday, said Burnsville police Sgt. Daniel Carlson.

The case continues to be an active investigation. The arrests of these two people are just part of a lengthy and continuing investigation, Carlson said.

Carlos Noriega, 22, of Prior Lake, died from severe head injuries after being hit by a speeding vehicle leaving the Event Center parking lot around 2 a.m. on April 5.

Noriega was found lying in the parking lot of the Event Center Saturday morning unresponsive and not breathing. Officers performed CPR on Noriega and were able to get his heart going before transporting him to Hennepin County Medical Center in Minneapolis, where he later died, police said.

Burnsville police responded to a call for a significant fight or disturbance in the parking lot of the Event Center. The call also included the information that Noriega had been hit by a car.

Investigators believe Noriega was walking to his truck in the parking lot around 2 a.m., when he was hit by a vehicle that then left the scene. Police believe the occupants in the vehicle may have been involved in the fight.

Police do not believe Noriega was involved in the fight.
